Democracy and Governance

PAIMAN is deeply committed to strengthening democracy and governance in Pakistan by fostering active citizenship, promoting transparency, and enhancing accountability within local governance structures. The organization implements a range of programs aimed at educating citizens about their rights and responsibilities, encouraging civic engagement, and empowering communities to participate in the democratic process. Through workshops, community forums, and advocacy campaigns, PAIMAN raises awareness about the importance of effective governance, rule of law, and the electoral process, helping individuals understand how they can influence decision-making in their localities. Additionally, PAIMAN works closely with local government officials to build their capacity in participatory governance practices, encouraging them to engage with constituents and respond to their needs. By advocating for inclusive policies that reflect the voices of marginalized groups, particularly women and youth, PAIMAN aims to create a more equitable political landscape. Furthermore, the organization promotes the establishment of watchdog mechanisms that hold public officials accountable, ensuring that governance is not only transparent but also responsive to the community’s aspirations. Through these efforts, PAIMAN contributes to the development of a vibrant civil society and a more democratic culture, empowering individuals to claim their rights and work collectively towards a more just and equitable society.

 

PAIMAN focuses on mobilizing communities for strengthening democracy in the country. From this platform objective and non-partisan quality political research is carried out in the shape of Briefing and Position Papers, Case Studies, Reports for the benefit of Legislators, Election Commission of Pakistan, political parties, the media, civil society organizations and the public.

 

PAIMAN is committed to political empowerment of communities: an initiative to educate men and women in the art of politics and leadership through meaningful advocacy campaigns, seminars and capacity development workshops. PAIMAN as a part of its political/civic education program conducts on regular basis series of capacity building trainings of women political leaders, political activists, potential leaders across Pakistan in Gender Budgeting, Human Rights, Gender Justice, Peace building, Gender Mainstreaming, Gender Responsive Governance, Legislative agenda setting, constituency servicing, networking, advocacy and democratization etc.

 

  • Citizens Observation for Transparent and Accountable Elections in Pakistan: USAID Citizens’ Voice Project(CVP), being managed by TDEA, has awarded grant to PAIMAN under Grant Cycle -13 for comprehensive observation of election activities in district Hyderabad, Matiari, Tando Allahyar and Tando Muhammad Khan covering all phases of GE 2018. With technical support from TDEA, PAIMAN implemented FAFEN’s election observation methodology.

    Various observation phases included orientation on election laws and rules, the overall political context surrounding elections, the observation methodology and tools, and requirements for observation of the electoral environment.

    The objectives of the project were;

    • Objective and independent observation of and reporting on GE 2018;
    • Improved enforcement of electoral regulations as a result of measures for corrective actions; and
    • Improved public access to election related information including observation findings through use of information technology during GE 2018.
  • Supporting Transparency, Accountability and Electoral Processes in Pakistan: (STAEP) program, funded by the Department for International Development (DFID) and the Embassy of the Kingdom of the Netherlands, commenced in August, 2009 and concluded in September, 2013, The Overall Program was implemented in 200 National Assemblies Constituencies of Pakistan & PAIMAN was present in 3 Provinces of Pakistan covering 12 Constituencies ; Khyber Pakhtonkhwa (2): Charsadda (NA 7 & NA 8), Punjab (4): Chakwal (NA 60 & 61), Rajanpur (NA 174 & 175), Sindh (6): Matiari (NA 218), Hyderabad (NA 220 & 221), Tando Allahyar (NA 223), Thatta (NA 237 & NA 238).  The goal of the STAEP Program was to ensure effective, transparent and accountable governance that addresses the critical challenges facing Pakistan today. The purpose of the program was to ensure that democratic process in Pakistan is more open, inclusive, efficient, and accountable to citizens.
  • Long Term Election Observation: PAIMAN is implementing a project funded by Trust for Democratic Education and Accountability (TDEA). Project aims to check election observation methodology, encompassing the monitoring and reporting on pre-election and post-election processes of General Elections 2013 in eight (8) target districts (Charsadda, Chakwal, Rajanpur, Matiari, Hyderabad, Tando Allahyar, Thatta and Rahimyar Khan).
  • Active Citizen Programme: PAIMAN is implementing a project with the support of British Council, the project aims to recruit young volunteers and to build their capacity on active citizen initiatives in Three (3) Districts namely Hyderabad, Thatta and Chakwal.
  • Voters List Display Observation Program: PAIMAN implemented a project of Voters’ List Display Observation Program in 13 National Constituencies of 7 districts of Pakistan. The Program aimed to increase awareness in voters and mobilize them to participate actively in the political process of the country for greater participation in democratic process, male and female group sensitization meetings regarding women’ participation, meet the candidate forums, door-to-door awareness and material distribution.
  • Legislative Strengthening Programme for Legislators (all levels): A flagship project of PAIMAN through which legislative capability-building and strengthening efforts are made using tools such as technical and policy issues-based Briefings, Training Workshops; Round table Discussions and Legislative Study Tours, etc. So far PAIMAN has trained some 75 Parliamentarians, thousands of elected female councilors and potential female leaders in the art of constituency servicing, Legislative agenda setting, political campaign development, political fund raising, leadership development, advocacy, gender sensitization, gender responsive governance, networking.
  • Election Observation Program: PAIMAN carried out its Election Observation Program in 12 districts covering 39 National Assembly Constituencies in three provinces of PunjabSindh and KPK. The long term observers observed all the aspects of General Election 2008 including adherence to code of conduct by Political parties’, Role of Local Government, democratic system with in Political parties, training of Election Commission of Pakistan representatives, Election campaigns, complete polling process and conducted Parallel Voting Tabulation (PVT). We successfully observed the election and conducted Parallel Voting Tabulation (PVT) through 12 Observer District Coordinators, 39 National Assembly Constituency Coordinators, 2,520 Polling Station Observers including half female observers and 195 Mobile Observers. We carried out two Election Day press releases and published our Election Report soon after.
  • Voters’ Education Program (I & II): Voters’ Education Program (I & II) at large level launched in two phases in 9 districts including Charsadda in KPK, Chakwal and Rajanpur in Punjab and Hyderabad, Tando Mohammad Khan, Tando Allahyar, Matiari, Nawabshah and Thatta in Sindh. The Program aimed to increase awareness in voters and mobilize them to participate actively in the political process of the country. The activities included voter’s registration as citizens and voters, Women Compound Meetings to motivate for greater participation in democratic process, Male group sensitization meetings regarding women’ participation, Meet the candidate forums, Door-to-door awareness and material distribution. Thousands of voters directly benefited through these activities. PAIMAN registered 7,000 citizens with NADRA and helped them get their Computerized National Identity Cards particularly women in the most remote areas of Pakistan like Mohmand Agency in KPK and Rajanpur in Southern Punjab. It also helped thousands of citizens in registering as voters.
  • Youth Civic and First Time Voters’ Education Program (I, II & III): Civic Education and First Time Voters Education Program (I, II & III) in 18 districts including Khyber Agency, Mohmand Agency and Islamabad Capital Territory, Charsadda, Abbottabad, Mansehra, Haripur of KPK; Rawalpindi, Chakwal, Attock, Jhelum and Gujrat districts of Punjab and Hyderabad, Tando Mohammad Khan, Tando Allahyar, Matiari, Thatta and Nawabshah of Sindh. Universities, Degree colleges and out-of-college youth were focused for the project activities. During these programs 25,000 girls and boys students of degree colleges and universities over 5,000 out of college youth were orientated about the importance of active citizenship, civic participation, and the role of youngsters in democratic process of the country.
