Position Title: Consultant for Developing Indicators and Assessment Tools for Early Warning System

Location: District Charsadda, Mohmand, and Khyber, KPK

Duration: 17 November 2024 to 31 December 2024

Reporting to: Project Coordinator

Objectives of the Assignment

The objective of this consultancy is to develop specific, context-sensitive indicators and assessment tools that will serve as the foundation for a comprehensive early warning system aimed at countering violent extremism (CVE). The consultant will design tools to assess current risks, capacities, and readiness among community stakeholders, ensuring alignment with best practices in CVE.

Scope of Work

The consultant will undertake the following tasks:

  1. Background Research
  • Review existing literature on early warning systems and CVE.
  • Identify and define key indicators relevant to CVE within the target regions, addressing local social, political, and economic dynamics.
  1. Development of Indicators and Assessment Tools
  • Develop a robust set of indicators tailored to early warning for CVE.
  • Design practical, culturally sensitive tools and methodologies for data collection (e.g., survey questionnaires, interview guides, focus group protocols).
  • Establish guidelines for ethical data management, ensuring privacy and confidentiality in line with relevant data protection standards.
  1. Data Collection and Stakeholder Engagement
  • Implement data collection in collaboration with local authorities, community leaders, and civil society organizations.
  • Engage diverse groups, including marginalized communities, to ensure comprehensive data gathering.
  1. Data Analysis and Interpretation
  • Perform a detailed analysis of quantitative and qualitative data to identify vulnerabilities, capacities, and requirements.
  • Evaluate stakeholders’ awareness, capabilities, and resource availability for early warning.
  1. Formulation of Recommendations and System Design
  • Develop actionable recommendations based on assessment findings, with an emphasis on capacity-building, resource allocation, and system design for early warning in CVE.

Deliverables

  1. Assessment Tools
    Finalized questionnaires, interview guides, and protocols tailored to diverse stakeholders.
  2. Preliminary Findings Report
    A report outlining initial findings and trends, to be shared with stakeholders for input.
  3. Needs Assessment Report
    A detailed report covering assessment findings, data analysis, and strategic recommendations.
  4. Presentation of Findings
    A formal presentation of findings and recommendations to stakeholders.

Timeline and Key Milestones

  • Final survey tools: 27 Dec 2024
  • Final report and presentation: 31 December 2024

Required Qualifications

  • Advanced degree in Sociology, Political Science, Public Policy, Security Studies, or related fields.
  • Demonstrable experience in needs assessment, survey design, and data analysis in CVE, peace-building, or community resilience.
  • Expertise in early warning systems, particularly within CVE contexts.
  • Proficiency in qualitative and quantitative data analysis, with relevant software knowledge.
  • Excellent English communication skills and cultural sensitivity.
