“Global North-South Conversation – Gender, Rehabilitation, and Reintegration”

This month’s newsletter highlights our most recent global north-south conversation. Mossarat Qadim, an expert on gender and rehabilitation and reintegration in Pakistan, shared her experience and expertise regarding the complicated but necessary tasks of rehabilitating and reintegrating former militants. This series aims to enhance discourse between countries in the Global South and those in the Global North on important topics such as conflict, violent extremism, gender, and human rights, among others. As a part of our mission at Transformative Peace, we view this initiative as an important part of cultivating more effective approaches to conflicts and crises and highlighting diverse perspectives. These approaches prioritize inclusivity, a focus on human rights, and the integration of diverse perspectives. Consequently, this series serves to elevate the voices of the global south in a predominantly western-centric media environment. Please enjoy our third of such conversations with Mossarat Qadim. “Women’s Participation in Transforming Conflict and Violent Extremism”

Few countries in the world match Pakistan in its political, social or economic complexities and security ­related challenges. It is a country of nearly 200 million people, from over a dozen ethnic and minority groups, and myriad tribes who have coexisted peacefully for decades. It is the same country, however, that has been grappling with violent extremism in different shapes and forms for the past 15 years. In Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA), violent extremism is most acute, and women are on the front lines of warfare. They are the widows, victims and survivors of the suicide bomb blasts, the displaced and the traumatized.

Countering terrorism through the classroom

Over the last few decades, Pakistan has experienced many crises, and most of these have been associated with a rise in extremism and militancy. A culture of violence has become pervasive, to the extent that it undermines law and order, social cohesion and the government’s authority. The moderate silent majority is witnessing a transformation of society from a tolerant one to one that is intolerant and extremist in its thinking and worldview. The sorry fact is that schools are not immune from this spread of extremism either. Today, we can see the disorder of the state surfacing in our schools in many ways and what is a more worrying thing is that the skills needed to address these crises are lacking.

Pakistan’s Security Framework

As people on the front-lines of the daily struggle to try prevent violence and promote social cohesion in Pakistan, we are pleased to see a commitment from the government to develop a national strategy to combat violent extremism. The development of a coordinated national counter terrorism and extremism policy is a worthy feat and one that is desperately needed. However, if the process for the development of this policy is not inclusive and its components do not recognize the work that is already being done, it runs the risk of faltering before it even gets off the ground.

Building peace, one brick at a time

Mossarat Qadeem

Mossarat Qadeem saves not only individual lives; she saves families. A skilled communicator, she uses her detailed knowledge of the Quran to work directly with mothers of radicalized youths to rescue young men—including potential suicide bombers—who are being exploited by extremists. To broaden her outreach, Qadeem founded PAIMAN Alumni Trust, a nonprofit group promoting the sociopolitical and economic empowerment of marginalized Pakistanis. Through PAIMAN, Qadeem established the country’s first center for conflict transformation and peacebuilding, reaching thousands of young people and women across the Federally Administered Tribal Areas and Khyber Pakhtunkhwa province.

PAIMAN Alumni Trust (PAIMAN) aims to reach out to women and young people in the conflict-ridden region of the Federally Administered Tribal Areas (FATA) of Pakistan, and conflict affected and conflict-prone districts of Khyber Pakhtunkhwa through awareness of the impacts of radicalisation and extremism on their lives and the role they can play in combating it.

Mossarat Qadeem

Mossarat Qadeem works directly with mothers of radicalized youths, using her skill as a communicator and her detailed knowledge of the Quran, she rescues young men—including potential suicide bombers—who are being exploited by extremists. Afterwards, she ensures they are de-radicalized, receive job training and education and helps them with the difficult process of reintegrating into their communities. From the platform of her organization, PAIMAN she has been able to de-radicalize, rehabilitate and reintegrate 1137 youth and prevented thousands from becoming extremists.
