Terms of Reference (ToRs)

Position Title: Consultant for Needs Assessment Survey for Early Warning Project on Countering Violent Extremism (CVE)
Location: District Charsadda, Mohmand and Khyber of KPK
Duration:  13th November 2024 to 5th December 2024
Reporting to: Project Coordinator
Objectives of the Assignment
The main objective of this consultancy is to design and implement a Needs Assessment Survey to collect data from stakeholders involved in CVE efforts in the three districts of KPK (Charsadda, Mohmand and Khyber). The survey will help to determine the requirements, readiness, and potential barriers to implementing a comprehensive early warning system.
Scope of Work
The consultant will be expected to:
  1. Conduct Background Research:
    • Review current literature on early warning systems in CVE, existing frameworks, and best practices.
    • Identify key indicators of early warning in CVE and how these apply within the project’s regional or community context.
  2. Develop Survey Methodology:
    • Design a contextually relevant methodology for the needs assessment survey, including sampling techniques, data collection methods, and analysis strategy.
    • Ensure the methodology is participatory, inclusive, and ethical, with particular consideration for community sensitivities in CVE.
  3. Design Survey Tools:
    • Develop survey questionnaires, interview guides, and focus group discussion (FGD) protocols tailored to different stakeholders, including community leaders, local authorities, civil society organizations, and possibly affected individuals.
    • Create a system for managing and safeguarding data collection, ensuring privacy and confidentiality in line with data protection regulations.
  4. Conduct Data Collection:
    • Implement the survey across targeted regions or communities, using a combination of in-person and remote methods as appropriate.
    • Engage diverse stakeholders to capture a wide range of perspectives, including those of vulnerable and marginalized groups.
  5. Data Analysis and Interpretation:
    • Analyze quantitative and qualitative data to identify current gaps, capacities, and needs related to early warning for CVE.
    • Assess the level of awareness, capacity, and resources currently available to stakeholders for effective early warning.
  6. Draft Recommendations:
    • Develop actionable recommendations based on the findings to inform the design and implementation of the early warning system, focusing on capacity-building needs, resource allocation, and training requirements.
Deliverables
  1. Survey Tools:
    • Finalized survey questionnaires, interview guides, and FGD protocols for data collection.
  2. Preliminary Findings Report:
    • Initial report highlighting key findings and emerging trends from the survey, presented to stakeholders for validation and feedback.
  3. Needs Assessment Report:
    • Comprehensive report detailing the survey findings, data analysis, and insights on stakeholder needs, capacities, and challenges.
    • Clear and actionable recommendations for building or enhancing the early warning system for CVE.
  4. Presentation of Findings:
    • Presentation of the final report and recommendations to relevant stakeholders for feedback and next steps.
Duration and Timeline
  • Total duration: 13 Nov 2024 to 5 Dec 2024
  • Key milestones:
    • Final survey tools by 18 Nov 2024
    • Data collection completed by 29 Nov 2024
    • Preliminary findings report by 1 Dec 2024
    • Final report and presentation by 5 Dec 2024
Required Qualifications
  • Advanced degree in a relevant field (Sociology, Political Science, Public Policy, Security Studies)
  • Proven experience in needs assessment, survey design, or data collection, especially within the context of CVE, peace building, or community resilience.
  • Strong understanding of early warning systems, particularly as they apply to CVE.
  • Experience with qualitative and quantitative data analysis, including relevant software
  • Excellent written and verbal communication skills in English.
  • Cultural sensitivity and experience working in diverse and challenging environments.
