Position Title: Consultant for Early Warning Training Curricula Development and IEC materials for Countering Violent Extremism (CVE)
Location: Three District of KPK (Charsadda, Mohmand and Khyber)
Duration: 31 Dec 2024 to 22 Jan 2025
Reporting to: Project Coordinator
Objectives of the Assignment
The main objective of this consultancy is to design and develop a training curriculum for early warning systems in the context of CVE. The curriculum will aim to strengthen capacities for identifying and acting on indicators of radicalization and potential violent extremism, empowering various stakeholders to mitigate risks effectively.
Scope of Work
The consultant will be expected to:
- Conduct Needs Assessment:
- Review existing CVE training materials and early warning frameworks.
- Conduct interviews or focus groups with stakeholders (e.g., local communities, law enforcement, civil society organizations) to identify specific needs, challenges, and areas of improvement in CVE early warning.
- Develop Training Curriculum:
- Design an evidence-based curriculum that covers key concepts, such as risk assessment, indicators of radicalization, and protocols for information sharing and response.
- Integrate practical tools, case studies, and exercises that can be applied by different groups (e.g., local authorities, community leaders, and frontline workers).
- Create specialized modules for different audiences based on their roles in early warning.
- Develop Training Materials:
- Create comprehensive training materials, including presentations, workbooks, toolkits, and case study libraries.
- Develop multimedia resources, such as videos, info graphics, and interactive exercises.
- Develop IEC materials like brochures, posters, videos, and digital content that promote awareness and educate on CVE.
- Pilot Testing and Feedback:
- Organize and facilitate a pilot training session to test the curriculum and gather feedback from participants.
- Incorporate feedback and revise materials accordingly to ensure effectiveness and applicability.
- Capacity-Building Recommendations:
- Provide recommendations on ongoing training needs, refresher courses, and potential areas for capacity-building.
Deliverables
- Curriculum and Training Materials:
- A full curriculum for early warning in CVE, including tailored modules.
- Training materials (presentations, workbooks, toolkits, multimedia content).
- A developed IEC materials, brochures, posters, flyers
- Pilot Training Report: Summary of pilot training, participant feedback, and curriculum adjustments.
- Final Curriculum Package: Revised and finalized curriculum and materials, ready for implementation.
Duration and Timeline
- Total duration: 31 Dec 2024 to 22 Jan 2025
- Key milestones:
- Initial curriculum and IEC materials draft by 15 Jan 2025
- Final submission by 22 Jan 2025
Required Qualifications
- Advanced degree in a relevant field (e.g., Security Studies, Social Sciences, Education, Public Policy).
- Proven experience in curriculum development, particularly in early warning systems, CVE, or similar fields.
- Familiarity with CVE, radicalization indicators, and preventive measures.
- Strong facilitation and training skills, with experience conducting workshops and pilot trainings.
- Excellent written and verbal communication skills in English and local language
- Ability to work independently and deliver high-quality outputs within set deadlines.
